We don't have Cloudsdale yet, but since members' characters have it as part of their history, it definitely should exist. I'll go make it now as a sub-board of the Central Plains.

Another question, if this is before Ponyville was built, then how come Princess Celestia and Luna aren't inhabiting their castle in the Everfree Forest like in the pilot?

They're existing in some celestial otherworld unbeknowst to the living ponies except for the ruling triumvirate of Canterlot. Perhaps that is in the Everfree castle, but it's unbeknownst to living ponies.
