I was thinking for Unircorns and for any other character than can use magic, that they can purchase new spells, or make their own spells.

Maybe a bookshop instead? Twilight learns most of her spells through books after all, and it might provide a purpose to other non-magic using ponies, and maybe quest items as well?

I agree with Kopa. Canterlot could have a grand library that could contain quest items and books with important information for the ponies, including spell books.

I want to keep this place as free-form as possible in terms of using magic, so I'm not to keen on making people purchase spells. As long as we don't see EO being overrun with super-powerful unicorns, I think we'll be good without having a true spell shop.
That being said, a library would be a cool location to have in Canterlot. I'll add that for sure.

i dunno. From my experiences free form often paves way for people to be a bit overpowered.
