Equestria is ruled by three leaders: the Prime Minister, an earth pony; the Monarch, a pegasus; and the Cardinal, a unicorn. These ponies are each very powerful and make all of the major decisions for Equestria. There is some degree of rivalry between the three due to inherent ideological differences, but their system manages to work.
