Personality:
Cloudy Day's personality can be grating if you don't know her. Sarcastic, snarky, and easily bored, most of the time she appears entirely unprofessional for her job. She loves flying and is a hard worker filled with determination, and would often rather be handling the weather than handling paperwork.
However, that's not to say she completely disregards her duties as the monarch; she does like her job most of the time, even if it gets boring. Cloudy is also very protective of her friends and wouldn't allow anyone to hurt them.

History:
Cloudy was born to two pegasus ponies who worked with the weather. She had two brothers and was forced to either become strong like them or get trampled underfoot, and chose the former. As a result, she was one of the first in her class to be able to fly, and her wings were larger than the other schoolponies'. Once she was older, she went to Cloudsdale and entered flight school, improving her flying skills and learning how to control the weather. It was here she earned her cutie mark, showing proficiency in creating storms.
Cloudy Day then returned to Canterlot and was admitted onto the weather team. She quickly climbed the ranks to Head of Storm Creations, but shortly after learned her parents had fallen ill, and, retired now, didn't have enough money to get better. She looked around for a better-paying job to help them. After realizing the old Monarch had retired - a job with very good pay, she'd heard, and there was weather control involved - she dug through some records and found that a grandparent's aunt's cousin's sister or something like that had once been a Monarch.
Cloudy entered herself into the pool of candidates that would be chosen by the Monarch's few advisers. As many ponies knew who she was and of her dedication and work ethic, many of the advisers favored her. The others, set in tradition, chose her for her relative Monarch. She was announced soon after and began her work of aiding individual ponies - including her parents.
Forgive me if Cloudsdale doesn't exist yet, I dunno where else there'd be a flight school... D:
